En el marco de este debate, el <\/span><b>Encuentro de Organizaciones por un H\u00e1bitat Justo<\/b><span style=\"font-weight: 400;\">, junto a la Mesa de Barrios Populares y la Pastoral Social, articularon una serie de propuestas para evitar el retroceso en derechos ya adquiridos.<\/span><\/p><p><span style=\"font-weight: 400;\">A continuaci\u00f3n, se detallan los ejes del debate y los resultados obtenidos tras la sanci\u00f3n de la <\/span><b>Ordenanza 12.638<\/b><span style=\"font-weight: 400;\">:<\/span><\/p><\/div><p><!-- \/wp:image --><\/p><p><!-- \/wp:image --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6008b4f elementor-widget elementor-widget-text-editor\" data-id=\"6008b4f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h5><b>Ejes de la Propuesta de las Organizaciones<\/b><\/h5><p><!-- \/wp:image --><\/p><p><!-- \/wp:image --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-94bdaef elementor-widget elementor-widget-text-editor\" data-id=\"94bdaef\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><p><span style=\"font-weight: 400;\">Frente al proyecto original enviado por el Ejecutivo, las organizaciones centraron su an\u00e1lisis en cuatro puntos cr\u00edticos para garantizar el cumplimiento de la Ley 14.449:<\/span><\/p><ul><li style=\"list-style-type: none;\"><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Preservaci\u00f3n de la Cuenta Especial:<\/b><span style=\"font-weight: 400;\"> Se busc\u00f3 anular la eliminaci\u00f3n del fondo espec\u00edfico destinado al manejo y control de los recursos para el h\u00e1bitat.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Programas de Producci\u00f3n Social:<\/b><span style=\"font-weight: 400;\"> Incorporaci\u00f3n de detalles operativos para iniciativas de h\u00e1bitat en marcha, con un enfoque de producci\u00f3n social.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Actualizaci\u00f3n de la Plusval\u00eda:<\/b><span style=\"font-weight: 400;\"> Cr\u00edtica al cobro &#8220;simb\u00f3lico&#8221; de la plusval\u00eda urban\u00edstica, basado en valores fiscales desactualizados que no reflejan la inflaci\u00f3n real ni el aumento del valor del suelo .<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fondo Presupuestario M\u00ednimo:<\/b><span style=\"font-weight: 400;\"> Determinaci\u00f3n de un piso del 15% del presupuesto de obras p\u00fablicas para proyectos de integraci\u00f3n socio-urbana.<\/span><\/li><\/ul><\/li><\/ul><\/div><p><!-- \/wp:image --><\/p><p><!-- \/wp:image --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-135270b elementor-widget elementor-widget-text-editor\" data-id=\"135270b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h5><b>Resultados y Logros Alcanzados<\/b><\/h5><p><!-- \/wp:image --><\/p><p><!-- \/wp:image --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cfdb279 elementor-widget elementor-widget-text-editor\" data-id=\"cfdb279\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><p><span style=\"font-weight: 400;\">Tras las negociaciones y la intervenci\u00f3n del <\/span><b>Consejo Local de Tierra y H\u00e1bitat<\/b><span style=\"font-weight: 400;\">, la ordenanza final incluy\u00f3 modificaciones clave, aunque dej\u00f3 pendientes reclamos hist\u00f3ricos :<\/span><\/p><ul><li><b>Restauraci\u00f3n de la Cuenta Especial:<\/b><span style=\"font-weight: 400;\"> Se anularon las cl\u00e1usulas que derogaban el objeto y control de este fondo, manteniendo vigente la herramienta de transparencia financiera.<\/span><\/li><li><b>Mandato para Integraci\u00f3n Socio-Urbana:<\/b><span style=\"font-weight: 400;\"> El Ejecutivo qued\u00f3 obligado a formular, antes del 30 de septiembre de 2025, un programa integral de integraci\u00f3n con previsiones presupuestarias claras.<\/span><\/li><li><b>Enfoque Ambiental:<\/b><span style=\"font-weight: 400;\"> Aunque el texto final se sesg\u00f3 hacia la gesti\u00f3n del riesgo h\u00eddrico, las organizaciones ratificaron que esto no debe impedir una visi\u00f3n integral del h\u00e1bitat digno como un derecho.<\/span><\/li><\/ul><\/div><p><!-- \/wp:image --><\/p><p><!-- \/wp:image --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ae5c1dd elementor-widget elementor-widget-text-editor\" data-id=\"ae5c1dd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h5><b>Desaf\u00edos Pendientes: La Renta del Suelo<\/b><\/h5><p><!-- \/wp:image --><\/p><p><!-- \/wp:image --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8a73c96 elementor-widget elementor-widget-text-editor\" data-id=\"8a73c96\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><p><span style=\"font-weight: 400;\">A pesar de los avances, el documento califica como una <\/span><b>&#8220;grav\u00edsima concesi\u00f3n&#8221;<\/b><span style=\"font-weight: 400;\"> el hecho de que se desecharan las contribuciones por la habilitaci\u00f3n de grandes \u00e1reas comerciales. Al mantenerse una percepci\u00f3n m\u00ednima de tasas, se perdi\u00f3 la oportunidad de realizar una redistribuci\u00f3n legal y razonable de las rentas generadas por el desarrollo urbano.<\/span><\/p><p><span style=\"font-weight: 400;\">Esta s\u00edntesis refleja el acompa\u00f1amiento de figuras pol\u00edticas locales y la receptividad del Consejo Local como espacio de
